Whoever digs the holes is responsible for getting locates, so if you do it yourself be sure to get locates prior to digging. If you are hiring a professional, they should be responsible for getting locates. However it is the homeowner’s responsibility to ensure that the locates are completed prior to allowing any construction to occur on your property.
